An official in a Saskatchewan community where a bridge collapsed says a geotechnical study of a riverbed wasn't done before the structure was built in the rural municipality of Clayton. Reeve Duane Hicks initially told CBC the geotech work wasn't done because it's not possible to do that work under the river. *Piles sticking up in the soft riverbed.* Piles should have been driven down to refusal, then a supporting structure erected on top of the row of piles to hold up the bridge deck. This is _basic_ civil engineering.

Just to show how much white people are becoming dumber and dumber evry 10 years. The gouvernment hire these dumb asses. Its not expensice to vuild anything except for time. And of course since white people dont know anything about the layout of Canada. My tribe were builders back 20000 years ago here in Kanada. But for some reasons or another white people think they are better in building crap that has to be repaired.and if the soil was the problem than help the soil to be stronger and not weaker . Actually ill keep that knowledge for my people and not tge gouvernment

Building somewhere that won't support a bridge is an act of God in the looses sense of the term. The ground conditions were "an act of god", not finding out what those conditions were was an act of negligence.

As a person who has been involved in the pricing of bridge design and construction, Geotech investigations are very expensive contrary to the statement at min 1:17. This Engineering Professor at UofT should stick to teaching and stay away from the profession. Geotech testing in this case, would generally require a barge with a large encapsulated drilling machinery to be brought into a remote area and assembled for drilling samples. Geotech investigations under these conditions could easily cost more than the entire bridge construction. . I can well imagine that the 2 engineering disciplines were done separately (bridge design and geotech investigation). Although Bridge Engineers generally refuse to do a bridge design without the Geotech investigation report on their desk. . The Bridge design team may well have prepared a generic design and handed it to the Reeve. The intention would be that the Reeve will have the construction contractor marry the design to the required pile foundations as per the geotech investigation. Reeve in turn may have tendered for Geotech investigations and found that the pricing was way over the top and outside any budget. He or she then decided to have the contractor do piling to a 'generic standard' under a presumption of the geological sub-terrain. That is a gamble. If you complete that bridge and then drive some heavy vehicles over the bridge (and it survives) then the gamble is looking good and the Reeve will have saved a ton of money (but it is still a gamble). If the bridge collapses (as it did) the gamble will not have paid off. . Is this an ideal way to build bridges? - no. But it is simply a more honest reasoning as to why this happened. CBC should do their homework and interview more people rather than some Professor who obviously doesn't have experience with the costing of engineering.

Not an act of God but an act of engineering incompetence. Soil testing and understanding of geological conditions at the site are not an option they are mandatory for proper engineering calculations. The engineer was negligent in my opinion and should have their license revoked. The firm needs to be held accountable and the government officials overseeing the work should be fired. The only act of God was that no one was killed in this blunder.

Really! Piles are to be driven to refusal. Pile driver was totally not the right size. Again there is someone in charge that is way over there heads. As a Inspector I have driven thousands of piles and never ever had any issues . I am not a engineer but I have in my 40yrs of experience sure have corrected a few engineers. When you pay peanuts for supervision you get monkeys.

This is ridiculous. I have designed buildings and one bridge and NONE of my projects have been conducted without a geotechnical study. This is a fraction of a percent of the total project cost and unbelievable this happened. The designers/constructors are lucky nobody was killed--they would be in prison for the rest of their lives.

This is infuriating... Sounds like an incompetent politician hired an incompetent contractor (most likely related or friends) and (most likely) both got away with tax payers money. They got away with it by blaming a fictitious character... which probably means no (competent) engineer was involved. Then in 4 to 6 weeks will receive another payment for rebuilding the bridge since it was "gods" fault and not the contractors. I think the community should get to the bottom of this and file criminal charges. I'm not sure of what illegal activity was involved but I guarantee you there was some form of "crookery" involved. If not get the contractor and the person who signed off on that permit for endangering human lives, criminal negligence and any other charges and fines. What if a school bus was the first vehicle to cross this? This stuff happens every day in Canada. We teach our children accountability why shouldn't we hold government officials to the same standard? Lock em up!

All the pilings look in tact, none broke per say. So its a foundation issue. then again its why we should wait for a proper engineering team to investigate rather than the usual trial by media.

"Act of god" makes rural Canada sound like America's deep South. Replacing sound engineering and science with an 'aw shucks' religious blind faith. Now the taxpayers are stuck clearing up the mess. The reeve should resign and the contractor should lose their accreditation to build any commercial or public projects. If he wants to skimp on engineering let it be on his own private hut.

I am speculating of course, but I don’t believe the spokesperson meant act of God in the literal sense, but in the way that insurance agencies use the term. It’s certainly antiquated by today’s standards but it essentially means that it is the result of a natural disaster; ie. flood, tornado, etc.. That being said, this was decidedly not an act of God as the collapse was caused by gross negligence via omission of the proper surveys as opposed to some unforeseen disaster. To say that the spokesperson literally believes God came down and destroyed his new bridge is to be intentionally ignorant for the purpose of your own personal outrage. Well hey, we’re on CBC so that’s normal here right?
