Mr Omid, this is really an awesome presentation. I appreciate the way you explain things, this is pragmatic and concise.
I was given purchasing and supply chain courses, and indeed this is hard to make someone use the concepts in real life.
Moreover, i'm currently working on an academic project consisting in having different companies from the same supply chain share information about their contrats. This is really hard and usually confidential. People are not used at all to talking about their methods and they don't seem to see the opportunities to communicate better and economize..
I think one of the main problems today is about trust between organizations.

I would respectfully suggest the focus shift from *who* should pay for missing inventory to *why* there is missing inventory. Making an employee pay does not address the root cause, it just responds to the symptom. A risk and controls analysis needs to be done on your end to end inventory management processes and infrastructure. The controls that are put in place can be automated, manual, preventative, or detective. Risk levels, probabilities, and impacts need to be assessed. The resultant process should be woven into your standard operating procedures (SOPs) and audited against regularly.
